Fairfax County Chair Jeff McKay dodged into the men’s bathroom Tuesday to avoid a reporter’s questions on whether the county will change a policy that allowed a sex offender to expose himself to young girls on school property.

Serial sex offender Richard Cox was arrested in December of 2024 after reportedly exposing himself to several women and children repeatedly in the women’s locker room of an Arlington community pool, which shares facilities with Washington Liberty-High School. After claiming a transgender identity, the man allegedly exposed himself in several Fairfax County bathrooms and locker rooms, taking advantage of policies in both counties that allow individuals to use whichever facility aligns with their gender identity.

When asked if he would change the county’s policy that allows biological men into women’s facilities following the event, McKay remained silent and attempted to flee the reporter’s questions, according to a video posted by WJLA-TV ABC reporter Nick Minock to X. McKay also refused to answer whether he was aware of the sex offender’s presence in the community center and eventually fled into a bathroom to avoid further questioning.

Several Virginia residents spoke out at an Arlington school board meeting in early February, asking the district to overlook the sex offender incident and maintain the policy that protected the sex offender. The district doubled down on its policy in January.

Cox has been a registered sex offender since 1992 but was allowed to loiter in the facilities for months despite several complaints due to the “inclusive” policies.

The Fairfax County Board of Supervisors did not immediately respond to the Daily Caller News Foundation’s request for comment.
